Police execute search warrant in Carter Park

Vancouver police arrested three people following a search in the Carter Park area Monday morning, part of an investigation that included the assistance of the FBI, Portland police and a human trafficking investigation team from California.

The warrant execution was related to a Safe Streets Task Force and Digital Evidence Cybercrime Unit case, and the units were assisted by the SWAT team, Vancouver police spokeswoman Kim Kapp said.

Officers with the unit learned a fugitive from California was staying in Vancouver, and an investigation also revealed two others wanted fugitives were staying at the same residence, at 501 W. 28th St., according to the Vancouver police.

Residents in the area reported that flashbangs were used during the execution of the warrant, around 9:30 that morning. Kapp said that there were no injuries or property damage.

Officers arrested three people: Freddie Oliver Cooper, 27, was arrested on suspicion of escape from community custody, first-degree criminal impersonation, possession of cocaine and for an outstanding warrant out of California for trafficking of a minor;

Anthony Dwayne Bell, 29, on suspicion of possession of a stolen vehicle and for outstanding felony warrants in Multnomah County;

And Ashley Shawnice Hill, 26, on suspicion of forgery, first-degree possession of stolen property, possession of a stolen vehicle and an outstanding misdemeanor warrant.

Officers also recovered $5,500 in stolen goods, a stolen vehicle and suspected controlled substances, according to the Vancouver police.

Along with the cybercrime unit, law enforcement officers form the Burbank, Calif., Police Department, Orange County Human Trafficking Task Force and the Department of Homeland Security participated in the investigation.
